Google introduced a new program called Android One. Android one is the stock version of Android.
Google have maked Android
Operating system but different manufacturer like Samsung, sony , LG, htc, etc using this Android Operating system for run their phones.
They not using the stock Android provided by Google because they think their devices should look unique and can give different level of user interface.
So, solution is for that they putting some type of skin on stock Android for twick the simple clean stock interface provided by Google.
Samsung using touch Wiz , Xiaomi using MIUI, and all the manufacturer making their own skin for covering a stock Android.
Sometimes these skin are very bad for smartphone because there is no confirmation for software optimization. Phone UI can lag and give you a bad experience while using a phone.
In cheap smartphone, hardware is not good for handling a skin and then performance is very bad for that reason google is released the Android One Program.
